Five bungalows at Land At Juniper Way, Horsford

Summary of planning committee decision

Decided by South Norfolk Broadland Broadland Planning Committee on 9 Sept 2026.

2024/3801Approved

The site and surroundings

The site is at the end of a private road, beside woodland, near existing housing and outside Horsford’s settlement boundary.

“The site is situated at the end of Juniper Way which is a private road on the southern side of Mill Lane. Juniper Way accommodates 8 detached bungalows in a linear arrangement on the western side of the road. Residential development is located to the west with the rest of the site being bounded by woodland to the east and south. The site is adjacent to but outside of the settlement boundary that has been defined for Horsford.”

Officer report

Earlier planning history

Earlier applications for eight dwellings, including reserved matters and outline permission, were approved.

“20191694 Residential Development of 8 No Single Storey Dwellings (Reserved Matters)”

Officer report

What officers recommended

Officers recommended approval with conditions because the site would help meet housing need, was well related to Horsford and its harms were minor.

“The Council cannot currently demonstrate a five-year supply of deliverable housing sites. The proposal would therefore address an evidenced unmet need for housing. The site is immediately adjacent to the defined settlement boundary of Horsford, is physically well-related to the existing built form and would provide five dwellings at a scale capable of being accommodated by the available infrastructure.”

“In addition to the social benefits arising from the provision of housing, other benefits arise from the site’s good connectivity to the services, facilities and public transport available within Horsford and onward connections to Norwich and securing ecological enhancements.”

Officer report

Consultation responses

Highways, Natural England, environmental quality, water management, the airport and the tree officer raised no objection subject to conditions or mitigation.

“Concerns with overshadowing for plots 4 and 5 having an impact on amenity provision. No objection subject to a tree protection condition…”

“No objection subject to conditions and informative notes.”

Officer report

What residents said

Seven letters were received: three supported the development as suitable and a good use of vacant land, while four raised several concerns.

“Development in keeping with the area. • Good use of vacant land…”
