It is located to the south of the historic core of Bawburgh and is opposite the village hall, which is located on the western side of Stocks Hill. Residential properties adjoin the site to the north and south and are also located on the opposite side of Stocks Hill either side of the village hall.”

“In the front section of the site, levels are relatively even but towards the rear, there is a slight decline in levels. Beyond the site, levels gradually drop down into the Yare Valley to the east in the direction of the A47 and Stocks Hill drops down into the historic core of the village.”

“From the above, it is recognised that there will be some adverse impacts arising from the development but on the other hand, there will be benefits. When applying paragraph 11(d) of the NPPF and exercising the tilted balance, I do not consider that the adverse impacts are significant and demonstrable enough to outweigh the benefits when exercising the tilted balance. Combined, the economic, social and environmental benefits decisively outweigh the identified harms.”
