Three apartments at Bank House, Market Place, Reepham
Summary of planning committee decision
Decided by South Norfolk Broadland Broadland Planning Committee on 5 Mar 2026.
What was proposed
The application sought three apartments on the first and second floors, while retaining the ground floor for commercial use.
“Applicant’s Name: The Original Holding Company Ltd. Site Address Bank House, Market Place, Reepham, Norfolk, NR10 4JJ Proposal Change of use of office to 3 dwellings and associated works; [excepting the ground floor which is to be retained as Class E - commercial, business and service]”
“Full planning permission and listed building consent are sought for the change of use of the first and second floor offices to provide three residential apartments, comprising two one-bedroom units at first floor and a two-bedroom unit at second floor level. All apartments would be accessed from a central communal stair served from the secondary Market Place entrance, with an external means of escape via the existing fire escape to the rear.”
Officer report
The site
Bank House is a prominent Grade II listed building in Reepham’s Conservation Area, with office use since the mid-1980s.
“The application site is located on the western side of Market Place within the centre of Reepham. Bank House is a prominent three-storey, brick-built building with a slate hipped roof, dating from the nineteenth century. It is a Grade II listed building situated within the Reepham Conservation Area. The property was originally constructed as a dwelling and has been in office use since the closure of the bank in the mid-1980s.”
Officer report
Earlier applications

“20140462 Minor Internal Alterations, including the Removal of Non-Load Bearing Walls and the Construction of Partitions and/or Doors (Listed Building) Approved with Conditions 06/05/2014”

Officer report
What officers recommended
Officers recommended approval because the upper-floor office use was not viable, the commercial ground floor would remain, and no significant planning harm was identified.
“Bank House lies within the defined district and commercial centre of Reepham. The proposal retains the ground floor in Class E commercial use and does not result in the loss of retail or town centre activity at street level. Whilst the first and second floors of Bank House are currently vacant, the loss of employment floorspace arises from its proposed change of use from office accommodation to residential units.”
“In light of the evidence of non‑viability, the absence of harm to the functioning or vitality of the district centre, and the retention of commercial use at ground floor level, I consider that the proposal satisfies the requirements of Policy E2 and Policy R1 of the BDMDPD. The development is located within a sustainable settlement, aligns with the settlement hierarchy, and contributes to housing delivery in a Key Service Centre.”
Officer report
Consultation responses
The town council raised parking concerns, while highways and heritage officers did not object; Natural England had no objection subject to mitigation.
“Has concerns at the lack of parking for three additional dwellings…”
“No objection subject to appropriate mitigation being secured.”
Officer report
Parking concerns
A neighbour objected that limited on-street parking could be worsened by the three apartments and other residential conversions.
“One representation received raising concerns about the adequacy of on-street parking within the Market Place and the cumulative impact of additional residential units on an already constrained town-centre parking environment.”
Officer report
