“The application seeks outline permission for the construction of up to two dwellings on land adjacent to Aylsham Road, Tuttington. All matters except access are reserved. The original application sought consent for one self-build dwelling however, through the application process this has been changed to up to two dwellings. The site is located outside of any defined settlement boundary.”

“Having due regard to the above assessment made in the context of not having a demonstrable 5-year housing land supply, although there is a small amount of harm to the landscape as a result of developing a greenfield site, given the site is located adjacent to existing dwellings it would be minimal.”

“As the site located in an area without a defined development boundary, the proposal does not comply with Policy GC2 of the DM DPD in respect of the location of new development. However, as mentioned above, the Council cannot demonstrate a 5 year housing land supply and the tilted balance has been applied in this instance. This is a material consideration which weighs in favour of the proposal.”

The parish council and neighbours raised concerns, while highways, environmental protection and Natural England raised no objections subject to requirements.

“Firstly, although the Council is aware that highways have no objection to the application we would like to communicate local knowledge of the site. The entrance to the proposal is on a blind bend on a road used by many large agricultural vehicles and residents have said how uncomfortable and unsure they are when walking on this road.”

“Highways have made it very clear the requirements they would need regarding the entrance and vision splays. However, this is not possible without removing part of the hedge of one of the neighbouring properties. As both neighbours have objected it is very unlikely that permission will be granted for this removal. Also, there is still the issue of the telegraph pole which will also make the visibility issue difficult.”
