43 new homes at Main Road, Swardeston

Summary of planning committee decision

Decided by South Norfolk Broadland South Norfolk Development Management (Planning) Committee on 3 Jun 2026.

2023/0908Approved

What was proposed

Full planning permission was sought for 43 dwellings with associated works, including open market and affordable homes, roads, open space and a footpath link.

“This application seeks full planning permission for the erection of 43 dwellings on land at the junction of Gowthorpe Lane and Main Road in Swardeston.”

“Open space is provided along the site frontage and in the area enclosed by the loop road. The front section includes 3,313sqm of informal open space, the loop road area a combined total of 1,684 sqm of children’s play space and older children’s and adults’ recreational space.”

Officer report

The site and its setting

The site is a 2.73-hectare agricultural parcel at Swardeston’s northern edge, beside Main Road and Gowthorpe Lane, with homes, farmland and commercial uses nearby.

“The site comprises a 2.73 hectare parcel of agricultural land at the northern edge of Swardeston on the eastern side of Main Road (the B1113). Gowthorpe Lane is to the north with a single residential property and agricultural land beyond. Agricultural land is also located to the east. Residential properties are located to the west on the opposite side of Main Road.”

“Boundary treatments include established hedging to the north and the remnants of a post and wire fence and scrub along the western boundary with Main Road. The eastern boundary is open to the existing field. Boundary treatments vary to the south but include close boarded wooden fencing, hedging and trees. There is general incline in levels from west to east.”

Officer report

Planning background

The site has no relevant planning history, is allocated for housing, and is also identified for approximately 40 dwellings in an emerging plan.

“Policy SWA1 of the South Norfolk Site Specific Allocations and Policies Document – part of the adopted development plan – allocates the application site for approximately 30 dwellings and the site is within the development boundary that has been defined for Swardeston. The emerging Village Clusters Housing Allocations Plan, which was examined in public earlier this year, seeks to allocate the site for approximately 40 dwellings under Policy VC SWA2 REV.”

“A footpath link is shown as being provided in the southeast corner to connect to the former plant nursery site, which is also the subject of an emerging allocation in the Village Clusters Housing Allocations Plan. That site is the subject of a separate planning application by the same developer as this application.”

Officer report

The committee vote

Members voted unanimously among those voting, with one abstention, to authorise approval subject to the stated requirements and conditions.

“Members voted 6-0 with one abstention to authorise the Assistant Director of Planning to approve subject to matters relating to ecology and nutrient neutrality being satisfactorily resolved, any updates needed following the publication of the new NPPF, subject to the satisfactory completion of a section 106 agreement and subject to conditions.”
