The application site is located within the designated green belt to the north of Strathaven that is part of a larger site previously occupied by a caravan storage area which is no longer operational. Some dilapidated structures to the eastern boundary of the site have been identified by the applicant as former stables and feed store which did not form part of the last use of the site as a commercial caravan storage yard.”

“The site is bounded to the west by Strathaven Rugby Club clubhouse and playing fields, to the east and north by adjoining land of the former caravan storage area and to the south by 3 existing dwellings at the former Whiteshawgate farm. The location plan indicates that the applicant owns all of the wider caravan storage site that extends both to the east and significantly to the north of the application site.”

Officers found no specific need for a house in the green belt and considered the proposal sporadic, suburban, harmful to landscape character and unsustainable.

“Policy 8 – Green Belts of NPF4 sets out the types of development that would be supported in the green belt. Developments in these categories also require to demonstrate a specific locational need, that it would not undermine the purpose of the green belt, it is compatible with the surrounding established countryside and landscape character, has been designed to ensure it is of an appropriate scale that minimises visual impact, and there will be no significant long-term…”

“Conclusion Given the above, it is considered that the proposed development has not been appropriately justified in policy terms with regards to its green belt location and that there is therefore no justification for a new dwellinghouse at this site. The proposal would also have an adverse impact upon the wider amenity of the area, being an unjustified green belt development.”
