Decided by South Lanarkshire Planning Committee on 24 Mar 2026.
What was proposed

“Description of Proposed Development 3.1. Planning permission is sought for the erection of a residential development of 18 units, comprising of ten dwellinghouses and two blocks of cottage flats (8 flats in total), together with the formation of a new vehicular access, drainage, landscaping and associated works.”
“The proposed site layout includes internal access roads, driveway parking for each of the dwellings, parking spaces which could be utilised by residents of the cottage flats, the required sprinkler tank and pump (enclosed by fencing), a SUDS drainage area and associated landscaping. Each property would have its own private garden ground, with space to store recycling and refuse bins.”
Officer report
The site
The vacant site lies immediately north of a primary school and is surrounded mainly by residential land, with Priory Road to the east.
“Site Description 2.1. The application site is an area of vacant land located immediately north of Woodpark Primary School, Priory Road, Lesmahagow. It is bound by Priory Road to the east, by Priory Avenue and a small, landscaped area of land adjacent to Priory Lane to the north, and by the rear gardens of existing houses in Priory Lane to the west.”
“Land at the east of the site is fairly level, however, the ground drops to the west of the site. The site is currently vacant save for some unkempt landscaping and a metal boundary fence. With the exception of the school, the other surrounding land uses are residential.”
Officer report
Site history
The site formerly contained the primary school, whose buildings were demolished after a replacement school opened, and it has since remained vacant.
“Relevant Planning History 4.1. The application site formally contained the main buildings of Woodpark Primary School. However, a replacement school was constructed on land to the south of the site in 2009/2010 (CL/08/0698) as part of the Councils wider Schools Modernisation Programme.”
“The school buildings were retained for some time after the new school had been completed and opened, serving as temporary accommodation for other schools whilst their buildings were similarly rebuilt under the Schools Modernisation Programme. The buildings were demolished in late 2016/early 2017 and the site has since been vacant.”

Objections received
Seven objections raised concerns about privacy, overdevelopment, traffic, drainage, noise, wildlife, services, maintenance and access for neighbouring properties.
“Representations 7.1. Following the statutory period of neighbour notification and advertisement, a total of seven representations (seven objections) have been received. The issues raised are summarised as follows:-”
“Concerns regarding overlooking, loss of privacy and overshadowing, particularly in relation to the properties in Priory Lane. • Concerns that the new houses would be visually dominant and overbearing from Priory Lane, due to their height and the different ground levels. • Concerns that the proposal represents overdevelopment of the site, provides inadequate open space and is positioned too close to neighbouring houses.”
