Restaurant with takeaway at 235 Stonelaw Road, Rutherglen

Summary of planning committee decision

Decided by South Lanarkshire Planning Committee on 25 Nov 2025.

P/25/1031Approved

The site and surroundings

The vacant former petrol station lies in a local centre beside flats, a food store, Stonelaw Road and nearby homes.

“Site Description 2.1. The application site is the former petrol station site at 235 Stonelaw Road, Rutherglen. The site is located within a local centre as designated in the adopted South Lanarkshire Local Development Plan 2 (SLLDP2). The site is currently vacant and has fencing around its perimeter with double gates facing onto Stonelaw Road.”

“The site is bound to the north and east by the two flatted blocks collectively known as Stonelaw Towers. There is a 3-metre-high wall separating the site and the closest of the residential blocks to the east, which lies approximately 15m away from the wall. To the south is a Tesco food store, and to the west is Stonelaw Road and the junction with Viewpark Drive, with residential properties opposite.”

Officer report

Earlier uses and permissions

The site was formerly a petrol station, and earlier permissions included a hand car wash, an office, residential development in principle and a similar restaurant proposal.

“Relevant Planning History 4.1. The site was originally a petrol filling station with associated shop. A number of applications have been granted at the site over the last 15 years which includes a temporary hand car wash, an office with ancillary external display and storage area, and permission in principle for a residential development. It is noted the latter two were never implemented.”

Officer report

Why officers supported it

Officers considered the restaurant acceptable in the local centre and found no significant adverse effects on amenity, the environment, traffic or safety.

“In this case, the proposal is to use the site for a restaurant with ancillary takeaway facility which is an acceptable use within a local centre. As the site is currently vacant, there would be no adverse impact on the retail mix within Burnside. It is therefore considered the proposal is consistent with Policy 27 of NPF4 and Policy 9 of SLLDP2.”

“Conclusion In conclusion, a full assessment of the proposal against the development plan has been carried out above. It is considered that the proposal will not result in any significant adverse amenity, environmental or safety impacts, and therefore complies with the relevant policies of the adopted National Planning Framework 4 and the adopted South Lanarkshire Local Development Plan 2.”

Officer report

They have also requested the submission and approval of a Construction Traffic Management Plan to minimise the impact of any construction upon the surrounding area. Response: Noted.
