“Description of Proposed Development 3.1. Planning permission is sought for the erection of two 2-bedroom bungalows incorporating integral garages and the formation of a new vehicular access and associated works on land to the rear of Rowan House, Manse Road, Stonehouse. The dwellinghouses would be approximately 25 metres to the rear of Rowan House, each with garden ground to the rear containing individual septic tank systems.”
“The new shared access would be formed off the existing Rowan House access from Manse Road and then extend to the proposed houses to the rear. The road verge to the north is outwith the application boundary and is not controlled by the applicant.”

“Similarly, Policy 4 – Green Belt and Rural Area of SLLDP2, requires proposed developments in green belt locations to be for agricultural, forestry, recreation or other uses generally appropriate to the countryside and resist isolated and sporadic development. The proposed housing is not a gap site, not consolidating a building group and does not meet the criteria to require assessment against any of the other Green Belt Policies in SLLDP2.”
“Conclusion Given the above, it is considered that the proposed development has not been appropriately justified in policy terms with regards to its Green Belt location and that there is therefore no justification for 2 new dwellinghouses at this site. The proposal would also have an adverse impact upon the wider amenity of the area, being an unjustified Green Belt development.”
