Officer report
The site and its history
The industrial site has operated as a seafood processing facility since 1993, with the current operator there since 2022 and earlier permissions for extensions.
“The application site accommodates an industrial facility, which has been operated by Thistle Seafoods since 2022. This facility manufactures chilled and frozen seafood products and over 300 people are employed at the site. The use of the site is long established and it has been operating as a seafood processing facility (previously Dawnfresh Seafoods) since it opened in 1993.”
“The site is enclosed to the north by the residential properties of Coalburn Park and Oakbank Crescent. To the east the site is enclosed by the residential properties at Oakbank Crescent, an industrial unit and further by the M74. There are further industrial units to the south and west.”
Officer report
What officers recommended
Officers recommended approval because the expansion supported an established industrial use, economic growth and employment while remaining acceptable in design, amenity and transport terms.
“Policies 1 and 2 of the adopted Local Development Plan and National Planning Framework 4 encourage sustainable economic growth and regeneration, a move towards a low carbon economy, the protection of the natural and historic environment and mitigation against the impacts of climate change. The proposal will provide significant economic investment and growth in an established facility which provides employment within South Lanarkshire.”
“Policy 15 of the adopted Local Development Plan seeks to ensure that development considers, and where appropriate, mitigates the resulting impacts of traffic growth. In this regard, the proposal relates to an established industrial site which links to the M74, a key transport route of economic significance. In addition, Roads, Transportation and Fleet Services consider that the proposal is acceptable in terms of access, parking, and road safety issues.”

“Other Matters Raised • A robust SUDS strategy has not been submitted • The development will reduce the value of nearby properties • This expansion will bring no community benefit • The removal of trees and bushes at this site has had an impact on wildlife • The waste and water systems will be unable to cope with the increased industrial demand • The development should move to another more suitable site • The owners already operate a site at Bellshill and it would be more…”
