Summary of planning committee decision
Decided by South Gloucestershire Development Management Committee on 28 May 2026.
What was proposed
The application sought reserved matters approval for the layout, design and appearance of two commercial buildings with parking, servicing and associated works.
“OFFTEM • See section 5.28 onwards • Photographs from within the site for context • Will be presented at committee 1.THE PROPOSAL 1.1The application seeks reserved matters consent pursuant to condition 1 of planning permission ref. “This application purely seeks agreement to the layout, design and external appearance of the building. The site lies within the SG4244 1957 consent buffer zone or ‘perimeter area’ as defined by Condition 1(a). 1.3The proposals comprises two buildings: Building One is the smaller building on the site with a ridge height of 14.5m. Planning history
The 1957 outline permission remains extant, while later permissions authorised ground raising and pond relocation and confirmed that an environmental impact assessment was not required.

Officer report
What officers recommended
Officers recommended approval because the buildings’ layout, design and appearance were acceptable and the reserved matters scope did not allow refusal based on the development principle.
“5.4Counsel opinion confirms therefore that the only issues that can be taken into account in the assessment of this reserved matters application are layout, design and external appearance, as set out in condition 1 of the 1957 consent. As the application site would be situated within the approved area of 1957 consent, given the nature of the scheme, there is no objection in principle to the proposal.”
“OFFTEM Given its siting and nature of the site, it is considered the design, scale and appearance of both buildings are acceptable. As such, the proposal would comply with Policy CS1 and PSP1. Residential amenity 5.8Condition 1 of the 57 consent only allows for consideration of layout (design and external appearance) of buildings.”
