P24/01832/FApproved

A 24-hour truck stop

The applicant proposed a truck stop offering security, lighting, restrooms and dining facilities for lorry drivers, citing national policy support for overnight parking facilities.

“[the applicant], applicant spoke in support of the proposal and made the following points:”

“The truck stop will provide the security, lighting, restroom and dining facilities reasonably required by drivers that are not available in a layby • Government has provided planning policy in support of roadside service facilities for lorry drivers.”

Objections over noise, flooding and ecology

A neighbourhood plan group and a local resident objected, citing 24-hour noise and light pollution, flood risk, harm to a wildlife site, and danger to the adjoining bridleway.

“The proposal is in the wrong place - its 24-hour operation would bring constant noise, air, and light pollution, particularly at night, seriously affecting the health and wellbeing of nearby residents • The site lies within Flood Zone 3, an area already at high risk of flooding.”

“The proposal is in the wrong place impacting upon the amenity of nearby residents • The site forms part of an established buffer between residential properties and the Western Approach Business Park • Significant harm to the ecological and wildlife corridor • The concerns around the bridleway are significant • The bridleway forms part of the National Cycle Network and is the main pedestrian route into the neighbouring industrial estate from Severn Beach and its railway…”

The parish council and ward councillor also objected

The parish council and the ward councillor said more suitable sites existed near the M49 junction and that previous reasons for refusal had not materially changed.

“The proposed development of a greenfield site is within the Zone of Influence of SAC/SPA/RAMSAR site • The Parish Council is concerned that the Creswell Report is being forgotten by planning officers • There are more suitable and alternative sites available to the northeast of the new M49 junction and extensive open land on Central Ave, which is within a mile of the M49 junction • The viability of the scheme was questioned…”

“Local residents have expressed concern that this development is being proposed and considered in an area that is inappropriate for a truck stop of this nature • The previous reasons for planning refusal have not materially changed • The proposal, in this location, will impact upon the amenity of nearby residents • 24-hour operation would bring constant noise, air, and light pollution, particularly at night • There are more suitable alternative sites available to the…”

Officers said policies were out of date

Officers said out-of-date settlement boundary policies engaged the tilted balance in the scheme's favour, and no objection had been raised on ecology, noise or light.

“The officer report assesses all relevant policies and addresses the previous reasons for refusal. The Creswell Report is not directly referenced, but ecological considerations form part of the report • No objection has been raised by Natural England • Planning permission would be subject to the applicants first acquiring a District Level IACPC Licence in relation to newts • Noting the concerns of the Public Rights of Way Officer, Condition 11 (Landscaping), bullet 4, could…”

“Condition 16 controls noise levels and Condition 17 secures acoustic fencing • Light spillage is considered in paragraph 5.123 and 5.124 and no objection had been raised by the Lighting Engineer • The general Biodiversity Net Gain Condition could be found at Condition 2”

40 lorry spaces would ease roadside parking

The highway officer said the scheme was policy compliant and its 40 HGV spaces would reduce vehicles parking on local roads, backed by real-time capacity signage.

“In response to issues raised, the Highway Officer drew attention to the analysis of highway safety issues as set out in paragraph 5.62 through 5.73 of the officer report and made the following points:”

“The application was policy compliant • The provision of 40 HGV parking spaces on this site would alleviate a lot of the problems associated with vehicles parking up on the immediate local roads and verges and would afford the Council the opportunity to introduce TRO’s to restrict and stop parking in those areas, which would help with the flow of the traffic • Signage will be provided indicating capacity at the truck stop and visible on the approaches to the site.”
