Officer report

What officers recommended

Officers recommended approval because the signs would have minimal visual impact and would not create highway safety issues subject to amendments.

“The Town and Country Planning (Control of Advertisements) (England) Regulations 2007 requires that the Local Planning Authority takes into account factors relevant to public safety including highway safety. The five signs are to be displayed in visible locations on the roundabout as a method of allowing for local businesses to sponsor the roundabout whilst also advertising themselves to the local community.”

“Overall the proposed advertisements are considered to have minimal impact on the streetscene with no illumination and would not result in highway safety issues subject to the amendments required in accordance with condition 3 or cause an unacceptable impact of the visual amenity of the area.”

Officer report

Consultation responses

Environmental Health and the county highway authority raised no objections, although lower signs and a separate licence were required.

“Derbyshire County Highway Authority – No objection 05 November 2025 – Should be mounted at low level, i.e. the top of the signs should be no greater than 600mm from the level of the carriageway and possibly less if it is to be mounted on a raised area.”
