Two dormer bungalows at Land Opposite 48-72 Sandstone Drive, Sheffield
Summary of planning committee decision
Decided by Sheffield Planning and Highways Committee on 21 Jul 2026.
The site and surroundings
The 0.1-hectare site slopes steeply, was largely cleared of vegetation, and borders a reservoir within the Wincobank Hill Local Wildlife Site.
“The site borders land owned by Sheffield Forgemasters Engineering Ltd, which was subject to approved ecological enhancements required to meet biodiversity net gain requirements connected with their industrial redevelopment project consented under application ref. 24/02443/FUL. The Forgemasters land is dominated by a substantial reservoir. The reservoir site is designated as the Wincobank Hill Local Wildlife Site (LWS).”
“The application site itself was previously covered in mature trees and vegetation, but has since been largely cleared to bare ground. 10 trees remain standing towards the south-west side of the site. The more verdant former character of the site previously provided a positive buffer to the LWS. However, whilst the tree loss is regrettable, the LWS designation is non-statutory and the clearance of unprotected trees is not unlawful.”

What consultees said
Yorkshire Water objected because drainage information was missing, while Historic England had no comments and Northern Powergrid gave safety guidance.
“Key statutory and advisory consultees from external bodies have been invited to provide comments on technical and other matters to inform the Local Planning Authority’s eventual decision. External consultees’ comments and their effect on the officer recommendation are referred to where relevant in the Planning Assessment below, but are also summarised here for clarity:”
“Objection due to lack of submitted drainage information. • Sustainable surface water disposal is required.”
Officer report
What residents said
Nineteen households raised concerns about residential amenity, heritage, wildlife, flooding, stability, appearance, highways and other matters.
“Objections have been received from 19 households, including from Sheffield and Rotherham Wildlife Trust, summarised as follows:”
“Development on the site would be visually out of character with the established street scene of Sandstone Drive. • The proposed dwellings would break the building line, sit unusually low on the banking, and disrupt the visual amenity and rhythm of the street layout. • Development would remove a green visual buffer and break in an otherwise densely developed residential/industrial interface.”
Officer report
The committee decision
The committee considered the application and recommendation, then granted planning permission conditionally for the two dwellinghouses.
“24b.2 The Committee considered the report and recommendation having regard to the development plan, the National Planning Policy Framework and other relevant considerations as summarised in the report, now submitted.”
“24b.2 RESOLVED: That an application for approval of planning permission be GRANTED conditionally, for the reasons set out in the report now submitted, for the erection of 2 dwellinghouses at Land Opposite 48-72 Sandstone Drive, Sheffield, S9 1DU (Application no. 25/03182/FUL).”
