Two three-bedroom houses at Thelcot, Castle Hill, Hartley
Summary of planning committee decision
Decided by Sevenoaks Development Management Committee on 25 Sept 2025.
What was proposed
The application proposed demolishing the conservatory and detached garage and building two detached three-bedroom homes with parking and new accesses.
“The boundary fence to the front and the large gate and stone piers for the existing drive are proposed to be removed to facilitate the new accesses for the dwellings and the existing property. The two dwellings would each contain three bedrooms with open plan living space at ground floor. Externally, alcoves under the first-floor projection would accommodate one of the two parking spaces proposed per dwelling within frontage parking.”
Officer report
Who spoke
The committee heard from speakers against and for the application, parish representatives and local members.
What members discussed
Members considered the narrow road, traffic concerns, access location, parking capacity, design, landscaping and the earlier permission in principle.
“Members asked questions of the speakers regarding traffic and the width of the road. They were advised that the narrowest parts near the site were 4.5m wide. Traffic was a frequent issue in the road, which had no passing points. Parking spaces were available, and were more spacious than the properties opposite the proposed development.”
“Members discussed the proposal giving consideration to the potential impact of the location of the access on highway safety. They noted that it was in a similar location to other properties on the road, and the proposal offered a larger parking area than other houses in the area.”
