Former library becoming a dwelling

Minutes

An objector opposed losing retail space

An objector said the library had moved due to building problems, not lack of demand, and that converting it to housing would be an unjustified loss of retail space that was unlikely to be reversed.

“Opposed the change of use of the library to residential use and argued the loss of retail and commercial space was against Local Policy. • Stated the library was forced to move due to building issues such as the roof being blown off by the wind and water ingress, and not due to the lack of demand. • Emphasised the original purpose of the building was to replace shops lost in a road widening scheme and further loss of retail would harm the area.”

Whether the loss of the library was justified

Officers said the library's relocation across the road met the policy requirement for alternative provision of the community facility.

“Councillors debated if the loss of the former library for residential use was justified under Local Policies. The Planning Officer clarified that although Local Policies sought to resist the loss of community facilities, the library had been relocated across the road which met the policy for the requirement for alternative provision.”
