The Officer explained that the application was to consider for the erection of single storey rear extension to add an additional bedroom, and a proposed change of use from a C4 6 bed HMO Dwelling to sui generis 8 Bedroom HMO.”

“Councillors expressed strong concern about the growing concentration of HMOs in the area and felt the proposal represented overdevelopment, even though it was an increase from six to eight occupiers. Officers advised that the lawful use of the property is already as a 6-bed HMO, which must carry significant weight, the application related only to the increase from six to eight occupants, not the principle of HMO use itself, which had already been established.”
