Six-bedroom HMO and rear extension at 183-185 Liverpool Road, Cadishead

Summary of planning committee decision

Decided by Salford Planning and Transportation Regulatory Panel on 16 Oct 2025.

PA/2025/0988Approved

The site and surroundings

The site is a vacant two-storey terraced property previously used as a day nursery, surrounded by homes and opposite a pub and restaurant.

“The application site relates to a two-storey terraced property on the eastern side of Liverpool Road in Cadishead. Although currently vacant, it was most recently used as a day nursery. The property includes a rear staircase and a narrow single-storey extension within the rear garden, which is also accessible via an alley off Green Lane.”

Officer report

Earlier planning history

Earlier applications approved office-to-nursery use and ground-floor domestic use, while an earlier nursery application was refused.

“Relevant Planning History 09/57698/COU - Change of use Decision: Approve - Sent: July 2009 183 /185 Liverpool Road, Cadishead, M44 5XH Change of use from offices to day nursery (Re-submission of 09/57423/COU)”

Officer report

Why officers supported it

Officers considered the HMO acceptable because it would reuse the building, meet local housing needs and remain below the local HMO threshold.

“The 2024 sufficiency data showed that Cadishead and Lower Irlam had a below-average child population and a modest shortfall in early years places. However, the new provision will more than compensate for the loss of this nursery, ensuring continued access to childcare in the area. This confirms that the proposed change of use would not negatively impact local childcare provision.”

“Local Plan Policy H1 states that new residential developments shall contribute to the provision of a broad mix of housing options across Salford and within the local area, ensuring that identified housing needs can be met.”

Officer report

Design and living conditions

The extension was considered compatible with the building, while the HMO would provide suitable space, outlook, daylight and external amenity.

“The proposed change of use would retain the majority of the rear garden/yard for external amenity space as well cycle and waste bins storage. In addition, the site is only a very short walk to Cadishead Park which would also provide a form of outdoor amenity space for future occupiers. With regards to the internal layout the ground floor plan includes a shared kitchen/dinning room.”

“In view of the above it is therefore considered that the proposed development would provide appropriate living conditions for the future occupiers, with regard to satisfactory outlook, adequate space and daylight received. The proposal is therefore compliant with Policies HH1 and D5 of the SLP:DMP.”

Officer report

Consultation responses

HMO, highways and environment officers raised no objections, with highways support subject to conditions.

“Salford Highways Officer – no objection subject to planning conditions.”
