The site and planning history
The 5.86-hectare site lies northeast of Leicester Road, and outline permission had established development for up to 163 homes.
“Site & Surroundings 1. This site extends to 5.86 hectares and is located on the northeast side of Leicester Road in Uppingham. It is part of an area of open land between 2 existing enclaves of development on Leicester Road. To the east of the site is an area of allotments through which runs a public footpath running parallel to the site boundary. 2. The site is generally bounded by hedging with a small number if trees dotted amongst the hedges.”
“Proposal 3. Outline planning permission was granted for up to 163 dwellings (reference no. 2019/0524/OUT). At the outline stage the principle of development was established, along with external access to the site Leicester Road via a new roundabout. 4. The current application is for the remaining reserved matters not agreed at the outline stage, these being layout, scale, appearance and landscaping and internal accesses. 5.”
Officer report
Why officers recommended approval
Officers considered the revised scheme coherent and acceptable, with technical matters addressed through updated plans, conditions and ecological follow-up.
“Conclusion 61. The principle of development was established at outline stage, and the reserved matters application has been subject to extensive review and amendments during its lifetime. The revised proposals deliver a coherent layout, appropriate scale, and a design that reflects local character, supported by an acceptable landscaping scheme and provision of 30% affordable housing.”
“Technical matters relating to highways, drainage, ecology, and contamination have been addressed through updated plans and recommended conditions, with delegated authority sought to finalise outstanding ecological details. While some concerns were raised by consultees, these have either been resolved or can be managed through conditions.”
