What is proposed
The proposal would retain and alter a single-storey building for use as a health centre and doctors’ satellite surgery.

Officer report
The site
The former sales office is beside residential development, with open land to the south and west and a 12-space car park.
“This application relates to the former sales office for the Elms Park development in Hullbridge located on the roundabout junction where Lower Road meets Buttermere Gardens. At both outline and reserved matters stage the site was to be a Local Area of Play (LAP) with fixed features in contrast to equipped areas of play. A bespoke sales suite was however later approved for this part of the site for the duration of the sales period expiring on 31 st December 2024.”
“The proposal is to retain the building as a doctors’ surgery with three consulting rooms and associated facilities. The proposal would operate as an annexe and in conjunction with the Riverside Medical Practice located at the Junction between Ferry Road and Windermere Avenue. External alterations would be carried out. These would mainly comprise the addition of a canopy to the south-east side elevation to provide covered cycle parking and bin store.”
Officer report
Earlier permissions
The building was granted temporary permission as a sales area, with a condition requiring its removal by 31 December 2024.
“Application No. 19/00455/FUL - Temporary Installation of a Sales Area Including the Construction of Bespoke Sales Pod and 10 Car Parking Spaces – granted on 2nd August 2019.”
“N.B. There is a condition on this permission requiring the removal of the building by 31st December 2024.”
Officer report
Main planning issues
The surgery was considered acceptable, but controls were needed because car-park activity could affect nearby residents and other Class E uses could be more harmful.
“The car park has been constructed with 12 spaces whereas the approved plans were for 10. Issues relating to the amenity impact of the car park are dealt with in more detail below, but the addition of two of the spaces, effectively taking the car park slightly closer to the nearest dwelling, is not considered to have a significant effect upon the occupiers of that dwelling despite objections having been received with mitigation measures that can be the subject of…”
“A surgery use would fall within the Class E Use Class and this includes some uses other uses which may unacceptably affect the neighbouring properties such as a shop, restaurant or children’s nursery. As explained above, the site is in relative close proximity to adjoining dwellings.”
Officer report
Consultation responses
The parish council and highway authority supported the proposal subject to requirements, while the developers and local MP also supported it.
“Essex County Council Highways From a highway and transportation perspective the impact of the proposal is acceptable to the Highway Authority subject to the following conditions:”
“Prior to the first occupation of the development a contribution of £5,000 (five thousand pounds index linked) shall be secured to be potentially used by the South Essex Parking Partnership to implement suitable parking restrictions on the local highway network if it transpires that there are issues with parking overspilling from the site once operational. The monies are to be repaid after a period of 5 years if left unused.”
Officer report
