The site and surroundings

The site is a roughly half-hectare vacant parcel within the settlement, beside homes, recreation land, a self-storage business and Hirwaun Road.

“The application site relates to an irregular shaped parcel of land situated to the north of Hirwaun Road on the southern extent of the existing settlement of Penywaun. The site measures approximately 0.5 hectares in area and comprises a relatively flat parcel of vacant land which falls away at its western boundary. The site is formed by a large area of hardstanding interspersed with vegetation.”

“The surrounding area is characterised by an established residential estate with residential properties in Bryn Rhos backing onto the western boundary of the site. Penywaun Recreation Ground lies to the north of the site; however, this is separated from the site by an area of vacant land comprising mature vegetation. A self-storage business lies immediately to the eastern boundary, whilst Hirwaun Road lies to the south.”

Officer report

Earlier planning decisions

Earlier permissions included 18 homes granted in 2010, while a later time-extension application remained pending because a Section 106 agreement was outstanding.

“14/1306/RVOC: Variation of condition 1 of planning approval 08/1174 to extend the time period for commencement by a further 5 years. Decision: Pending (agreement of S106 agreement outstanding).”

“07/0566/RVOC: Variation of Condition 1(b) of outline planning permission 04/1329/OUT by 2-year extension of periods for commencement of development and submission for the approval of reserved matters. Decision: Granted, 31/05/07”

Officer report

What officers recommended

Officers recommended approval subject to a Section 106 agreement and conditions because all 14 homes would be affordable and the impacts were acceptable.

“RECOMMENDATION: APPROVE SUBJECT TO S106 AGREEMENT AND THE CONDITIONS BELOW REASONS: The proposed development would deliver 14 affordable housing units on a site located within the defined settlement boundary, contributing to the provision of much-needed affordable housing within the area.”

“Accordingly, the proposal is considered to comply with the relevant policies of the Rhondda Cynon Taf Local Development Plan and is recommended for approval, subject to a S106 Agreement and the imposition of appropriate planning conditions.”
