“The application site relates to an irregular parcel of land located within a residential area of Penygraig. The site occupies a position towards the western end of Vicarage Road at its junction with Dinas Road. The site is bounded by Vicarage Road to the south, an access lane to the east. Dinas Road to the west and residential properties to the north.”
“The site is currently vacant and accommodates various structures and buildings associated with its previous use as Tai Education Centre. The nature of the area slopes from south east to north west. However, the site occupies a plateau and is largely level with existing retaining walls present.”
