Single-storey skittle alley extension at 1 The Plough, Aberaman, Aberdare

Summary of planning committee decision

Decided by Rhondda Planning and Development Committee on 4 Sept 2025.

25/0486/FULRefusedAgainst officer advice

What was proposed

The application sought a single-storey extension to provide a skittle alley at the public house.

“Full planning permission is sought for the construction of a single storey extension at The Plough Inn Public House, Aberaman.”

“Furthermore, by proposing the development of a skittle alley, it is considered the proposal would be compatible with the primary use of the site as a public house and would therefore accord with National Planning Policy objectives by maintaining the viability and social function of a community asset.”

Officer report

The site

The public house is beside residential and commercial properties, within settlement limits and Aberaman’s retail centre.

“The public house faces the adjacent highway to the south and is adjoined by a neighbouring residential property to the west (No. Cardiff Road). To the north and east, the public house is bound by the detached dwelling known as The Grange, its associated curtilage and private driveway. Other nearby properties are in commercial and residential use and are located approximately 9m to the east and 39m to the south- west of the public house.”

“The application site is located within settlement boundary limits and within the retail centre of Aberaman.”

Officer report

Earlier applications

Earlier permissions covered bed-and-breakfast rooms, a smoking shelter, alterations, signs and an extension to the public house.

“23/0368/FUL: PLOUGH INN, LEWIS STREET, ABERAMAN, ABERDARE, CF44 6PY: ‘Change of use from function room to 4no. bed & breakfast rooms.’ Granted, 09/10/2023”

“07/1708/10: PLOUGH INN, LEWIS STREET, ABERAMAN, ABERDARE, CF44 6PY: ‘Smoking shelter’. Granted, 27/11/2007”

Officer report

Officers’ recommendation

Officers considered the proposal acceptable in principle, visually suitable, compatible with the public house and unlikely to cause significant residential or highway harm.

“Members are advised that the principle of the proposal, by representing an extension to a well-established public house, which is located within defined settlement limits and the retail centre associated with Aberaman, is acceptable.”

Officer report

Consultation responses

Highways, public health and Welsh Water raised no objections, with conditions or advice recommended by the latter two consultees.

“Public Health & Protection: No objection, conditions and advisory notes recommended.”

“Dwr Cymru/ Welsh Water: No objection, conditions and advisory notes recommended.”

Officer report

Residents’ concerns

Three objectors raised concerns about noise, antisocial behaviour, parking, overdevelopment, access obstruction and possible changes to accommodation use.

“The application has been advertised by means of direct neighbour notification and through the erection of a site notices in the vicinity of the site. Letters of objection have been received from three individuals. The points raised are summarised as follows:”

“Increase in noise levels and anti-social and rowdy behaviour from the public house; • Increase in on-street parking outside the public house, next to a busy junction; • The proposal represents overdevelopment of an already extended public house; • An increase in on-street parking could block access to our private driveway; • Following construction, the extension could be converted to a private let or bed & breakfast room; • Questions if consent has been obtained for the…”

Officer report

Members’ concerns

Members considered that existing parking shortages could worsen and that the extension would add to cumulative overdevelopment of the site.

“Notwithstanding the above, elected Members of the Planning and Development Committee noted that the original footprint of the public house had been extended upon in a significant way and considered that the cumulative impact of the existing development and the single storey extension proposed, would lead to the overdevelopment of the site.”

“Despite this, elected Members of the Planning and Development Committee considered that there was a lack of on-street parking in the vicinity of the site and acknowledged the public speakers and local ward members concerns in respect of existing parking demand in the area.”

Officer report

The committee’s decision

The committee refused the application because of oversubscribed on-street parking and the cumulative effect of overdevelopment on the area.

“The proposed development would generate indiscriminate on-street parking in an area which is already oversubscribed, to the detriment of safety of all highway users. As such, the application would be contrary to Policy AW5 of the Rhondda Cynon Taf Local Development Plan.”

“As a result of cumulative impacts, the proposed development would result in overdevelopment of the site which would have an unacceptable effect on the character and appearance of the area. As such, the application would be contrary to Policies AW5 and AW6 of the Rhondda Cynon Taf Local Development Plan.”
