Access road and land reprofiling at Sunnyside Hirwaun Road Pen-y-waun, Aberdare
Summary of planning committee decision
Deferred by Rhondda Planning and Development Committee on 4 Sept 2025.
What was proposed
Permission was sought for a new access road and engineering works to reprofile land beside and behind an existing home.
“Full planning consent is sought for the development of a new access road and for engineering operations, in the form of reprofiling works on land that lies adjacent and to the rear of the property known as ‘Sunnyside’, Hirwaun Road, Penywaun.”
“Furthermore, and as the application description denotes, the application seeks consent for the development of a new access road at the site and in this regard, Members are advised that its design and layout is similar to that approved under cover of outline planning approval 20/0882/OUT, for the development of three dwellings at the site.”
Officer report
The site and surroundings
The site is an overgrown parcel forming part of an existing residential property, within a predominantly residential area near several neighbouring homes.
“The application site relates to an irregular shaped parcel of land that currently forms part of an existing residential dwelling known as Sunnyside, which is located on the northern side of Hirwaun Road in Penywaun, Aberdare. Measuring approximately 3520m² (0.352 Hectares) in area, the site falls away from the rear of the existing dwelling towards the northern boundary of the site.”
“The surrounding area is predominantly residential in character with properties in the immediate vicinity of the site varying in scale, design and appearance. The nearest neighbouring properties are considered to be ‘Springfield Bungalow’, ‘Bryn Nant’ and ‘Abbotsley’ which are located to the south-western boundary of the site, ‘Beechwood Bungalow’ which is located to the west, Nos.17 & 18 Perthlywd to the east, Nos. 20, 20A & 20B Derlwyn to the north-east and No.”
Officer report
What officers recommended
Officers recommended approval because the land changes, neighbouring effects and highway implications were considered acceptable and policy-compliant.
“REASONS: The reprofiling of the land, within the boundaries of the application site, has not resulted in a significant change to the appearance of the development site or street scene.”
“Furthermore, the amenities and privacy of the surrounding neighbouring residents would not be materially harmed in a significant way, while the new access road proposed is deemed to be acceptable in terms of its impact upon highway safety in the vicinity of the site.”
Officer report
Consultation responses
Highways, flood risk management, and public health consultees raised no objections, subject to conditions or recommended conditions.
“RCT CBC Flood Risk Management: No objection, conditions recommended.”
“Public Health and Protection: No objection, conditions recommended.”
Officer report
Objections from neighbours
Seven neighbouring residents objected over drainage, land levels, privacy, highway safety, trees, Japanese knotweed and other effects.
“The application has been advertised by means of direct neighbour notification letters to properties immediately adjacent to the site as well as through the erection of a number of site notices in the vicinity. Letters of objection have been received from seven neighbouring residents. The points therein are summarised as follows:”
“Surface water run-off and water ingress onto neighbouring properties; • Concern shown as the proposed location of a soakaway; • The land on which the embankment has been constructed is subject to a restrictive covenant, prohibiting the erection of any structures; • The site is contaminated with Japanese knotweed; • The land next to my property is now excessively high and creates an overbearing presence; • Headlights from vehicles using the proposed access road will…”

What members needed clarified

“Following consideration by Committee, it was RESOLVED to defer the Application to a future meeting of the Planning & Development Committee for further information to be considered regarding the access.”
