Dog boarding kennel at Dog Kennels Glen View, Mount Pleasant, Pontypridd
Summary of planning committee decision
Decided by Rhondda Planning and Development Committee on 2 Oct 2025.
What was proposed
Retrospective permission was sought to change a dog breeding enterprise into boarding kennels, add an office unit and create astro-turf training space.
“Retrospective planning permission is sought for the change of use of a dog breeding enterprise to a dog boarding kennel, siting of a mobile unit to be used as an office and creation of an area of astro-turf at Glen View, Mount Pleasant, Trehafod, Pontypridd.”
“The dog boarding kennels would utilise the existing kennel building which accommodates 19no. pens within the building with 12no. benefiting from direct access to outdoor exercise space. The supporting information sets out that up to 17no. dogs would be on site at any one time.”
Officer report
The site and its history
The semi-rural site lies outside Trehafod’s settlement boundary, beside a dwelling, and earlier permissions included dog breeding but refused further structures and works.
“The application site is located to the south of Trehafod outside of the settlement boundary. The site relates to a dog boarding kennels located adjacent to a residential dwelling known as Glen View and occupies an elevated an elevated valley side position above the main residential area of Trehafod.”
“The property is currently accessed from the west and is semi-rural in nature, with Glen View being the last of several residential dwellings located along Mount Pleasant. There is a single width track to the south of the application site which provides access to the forestry whilst also providing secondary access to the property.”
Officer report
What officers recommended
Officers recommended approval because the use was acceptable in principle and would not harm the landscape, nearby homes or highway safety.
“Therefore, the principle of development is considered acceptable subject to compliance with the criteria set out below.”
“When considering the impact of the astro turf area and cabin they would be set against a backdrop of established forestry and well screened from the north by mature vegetation. As such, they considered to be of an acceptable scale and design, neither of which would be harmful to the landscape.”
Officer report
Consultation and objections
Three objections raised concerns about traffic, noise, waste, pollution, access and site activity, while consultees raised no objections subject to conditions.
“APPLICATION NUMBER – 25/0188/FUL REPORT 3no letters of objection have been received following consultation from the occupiers of neighbouring properties and Councillor Gareth Caple. The points raised are set out below and are considered within the body of the report.”
“Increased traffic volume • Existing traffic speeding along the lane • Use of rear entrance • Increased litter around property • Increased smells and noise • Disturbance from clients visiting the property. • Other commercial activities taking place at the site • Waste disposal concerns. • Water pollution • Fly tipping within adjacent woodland. • Mount Pleasant is not suitable to serve the use.”
