“The site is currently vacant although it has been in operation for many years. The home consists of 56 rooms and was registered with Care Inspectorate Wales (CIW) to provide accommodation and personal care to a maximum of 56 elderly and disabled people. Out of 56 existing rooms only 14 are facilitated with an ensuite. The property currently forms two detached buildings located centrally with an area for parking towards the site entrance.”

“Finally, existing residents living close to the site will have experienced the impact of the day- to-day operation of the property in its previous guise. As such, whilst it is considered that the operation of the new care home may result in some intensification of the site given its greater scale, it is not considered that the level of noise and disturbance would exacerbate existing levels experienced by neighbouring occupiers.”
