New detached dwelling at 2 Parc Ifor Hen, Miskin Pont-Y-Clun, Pontyclun
Summary of planning committee decision
Decided by Rhondda Planning and Development Committee on 12 Feb 2026.
What was proposed
The application sought permission for a detached dwelling, parking, a new access and removal of a rock outcrop.
“Accordingly, in considering this application, the proposed site preparation works which involve the removal of the rock outcrop within the site boundary are regarded as requiring assessment as part of the determination of the application…”
Officer report
The site and surroundings
The site is a grassed, irregular parcel beside existing homes, driveways and a highway, with a natural stone outcrop near its centre.
“The site forms an irregular parcel of land to the south of no.2 Parc Ifor Hen, Miskin, Pontyclun. The site currently forms an area of green space and is largely mowed grassland with a number of small shrubs along its boundaries. The site is currently enclosed by black metal railings with an opening alongside No.2 Parc Ifor Hen providing access.”
“The site is bounded to the north and south by driveways serving neighbouring properties, the highway at Parc Ifor Hen to the west and a strip of trees which separates from Ffordd Cefn Yr Hendy to the east. Surrounding development consists of large modern detached dwellings which share a similar overall appearance with a mix of face brickwork and render elevations.”
Officer report
Earlier consideration
The application was previously deferred after late objections, and an appeal decision led officers to assess rock removal as part of this application.
“APPLICATION NUMBER – 23/0681/FUL REPORT light of the late submission of objections received prior to the meeting, the application was deferred in order for Officers to consider the matters raised.”
Officer report
What officers recommended
Officers recommended refusal because the necessary rock removal would cause unacceptable noise and vibration impacts on nearby residents.
“REASONS: The supporting information indicates that the noise levels associated with the chosen “quietest working method,” required to remove the rock outcrop to facilitate the siting of the dwelling, would result in unacceptable adverse impacts on nearby residents.”
“Furthermore, insufficient information has been provided regarding the levels of vibration associated with the mechanical plant proposed for the removal of the outcrop, as well as the characteristics of the underlying ground. In the absence of this information, it has not been demonstrated that vibration impacts on nearby receptors can be adequately assessed or managed.”
Officer report
What consultees said
Transportation, drainage, water, ecology and trees raised no objection subject to matters, while Public Health and Protection objected.
“No objection raised subject to conditions.”
“No objection although condition requested in relation to surface water drainage.”
Officer report
Who addressed the committee
The agent and two objectors spoke, and the agent responded to the objectors’ comments.
