Three two-bedroom houses at Woodlands Chapel, St Marys Road, Reigate

Summary of planning committee decision

Decided by Reigate Planning Committee on 24 Sept 2025.

24/01719/FApproved

What was proposed

The application proposed demolishing the existing chapel and building three detached two-bedroom homes arranged as a small terrace, with gardens, parking and cycle storage.

“This is a full application for the demolition of the existing chapel building on site and its replacement with three detached 2-bedroom dwellings. The proposed properties would form a small terrace of dwellings with central pitched roof gable with gables at either end, and will utilise a mix of traditional materials, such as London Stock brick, and architectural detailing, such as red brick headers above windows, and blue/ grey roof tiles.”

“Each of the dwellings would provide two bedrooms, including with a study and bathroom in the roof space. Three rooflights would feature to the front and rear elevations. Each would have access to a rear garden, with separate space for cycle and refuse storage. Each dwelling would be provided with one parking space. The existing crossover to the front of the site would be closed with new accesses created to allow for off-road parking.”

Officer report

What officers recommended

Officers recommended approval because the proposal was considered acceptable in design, neighbour amenity, parking, ecology, biodiversity and contamination terms, subject to conditions.

“The level of parking provision at one space per dwelling would accord with the required standards for two bed dwellings in an area of medium accessibility. The County Highway Authority (CHA) has reviewed the application and has raised no objection with regard to impact on the safe operation of the highway subject to conditions. The site is also in a particularly sustainable location in close proximity to Reigate Town Centre.”

“The site is in close proximity to an area of contamination. As such conditions have been recommended to require the submission of further desktop studies and details of mitigation measures. Further conditions require the submission of a report detailing how asbestos would be removed from site following demolition of the existing chapel.”

Officer report

Consultation responses

Highways, contaminated land, ecology, wildlife and forestry consultees raised no objection subject to conditions or informatives, while ten responses raised several concerns.

“Contaminated Land Officer: No objection subject to conditions in relation to the requirement to submit a remedial mitigation scheme in relation to the removal of asbestos.”

“Surrey County Council Ecologists: Following the submission of additional information and clarification, no objection raised subject to conditions and informatives.”

Officer report

What members discussed

Members were concerned that the study room might be used as a bedroom and that the development could increase parking pressure, although the parking standard was met.

“The Committee raised concerns that the study room may be used as a bedroom. There was also concern that this development would add pressure to parking in the area. It was noted that this was considered a medium accesibility area and that the application met the policy standard for parking.”
