Officer report
Objections and concerns
Neighbours and local representatives raised concerns about retrospective operation, brightness, light pollution, health effects, flashing images and noise.
“1) This appears to be a retrospective application as the illuminated sign has been in operation for much of 2023/2024. I have had several complaints in the last year about the brightness of the sign from residents who's houses back onto Middlesbrough Rd opposite the Asda garage. I ask that this is considered and appropriate action taken.”
“2) I request that the appropriate brightness of the signage is adhered to as per the Luminance limits in England (ref: Institution of Lighting Professionals). The Screen Specification document in this application describes the screen which appears to consist of CDM >4000, however, when searching online it looks like the accepted limits are 300cdm for an area more than 10m2 and 600cdm for areas over 10m2.”
Officer report
Members’ questions
Members asked how illumination would be checked, whether the sign was already operating, and whether conditions had been breached.
“Members sought questions of clarification around the following matters;”
“How do we check the level of illumination?; • Are the illuminations already up and running; • Have the conditions been broken whilst it has been operating; • Were the illuminations brighter or did they have flashing images;”
