Slurry lagoon at Land Adjacent To Broadway Hall, Montgomery
Summary of planning committee decision
Decided by Powys Planning, Taxi Licensing & Rights of Way Committee on 15 Jan 2026.
Officers’ recommendation
Officers recommended conditional approval, finding the agricultural use acceptable and the effects on landscape, amenity, highways and ecology manageable through conditions.
“Agricultural development is generally supported within national planning policy, subject to an assessment of material considerations such as design, landscape impact, amenity, highway safety and ecology. Officers note that the development is a substantial distance from the associated farm holding, which is 10 miles away from the development’s proposed site on a separate parcel of undeveloped agricultural land.”
“Whilst clearly man-made, the lagoon would be constructed from earth-bunds rather than a built structure, which is generally welcomed in a rural landscape. The lagoon would also have a 1.8m high security fence surrounding it for safety purposes and will be covered. Overall, the design is considered typical for these type of structures and acceptable for its agricultural use.”

Four objectors spoke, the agent represented the applicant, and statements from the local member and a neighbouring ward member were read aloud.
Committee discussion
Members discussed traffic movements, the route through Montgomery Town and whether slurry could be kept on site under a manure management plan.
“Members of the Committee asked about planned traffic movements and were advised that there would be no increase in traffic. The agent had confirmed that there would be no traffic movements through Montgomery town.”
“Members asked if a condition could be applied that no slurry was taken off site and were advised that this could be controlled through a manure management plan, which had already been submitted in support with the application.”
Minutes
The committee’s decision
The committee approved the application as recommended, adding the manure management plan to Condition 2 and a condition preventing travel through Montgomery Town.
“It was moved and duly seconded to approve the application as recommended by the officer subject to the manure management plan being added under condition 2 and a condition not to go through Montgomery Town.”
“RESOLVED: Reason for decision: that the application be granted consent, subject to the conditions set out in the report which is filed with the signed minutes and with the inclusion of a manure management plan under Condition 2 and a condition not to go through Montgomery Town. The wording of the condition to be delegated to officers. As officer’s recommendation as set out in the report which is filed with the signed minutes.”
