Summary of planning committee decision

Decided by Powys Planning, Taxi Licensing & Rights of Way Committee on 18 Dec 2025.

24/1863/FULApproved

The site and surroundings

The site is a vacant field north of the A490, surrounded mainly by housing, with agricultural buildings and farmland to the east.

“The application site is located to the north of A490 highway, opposite Maesydre, in the southern part of Llanfyllin. The site comprises an irregular shaped vacant field measuring approximately 0.5 Ha which increases in steepness to the north-west corner. The site is predominantly surrounded by residential housing, with properties located adjacent to the west, north (Derwlwyn Lane) and to the south-east (Maesydre).”

Officer report

Planning history

Earlier applications included an outline residential consent on an adjacent site and a later refused application to vary its conditions.

“Section 73 application to vary conditions 1,2,3 & 6 (to allow extension of time to submit reserved matters and wording amendment to condition 6) attached to planning permission M2003 0890. Refused 11th Nov 2009”

“Outline application for residential development…”

Officer report

What officers recommended

Officers recommended approval because the site is allocated for housing, contributes to identified housing need and can address other impacts through conditions.

“The application site is a housing site identified for residential development (site reference: P32 HA1) within the adopted Powys Local Development Plan (2011-2026) (LDP) and is within the development boundary of Llanfyllin which is classified as a town within the LDP.”

“LDP Policy H1 Housing Development Proposals states that housing development will be permitted in Towns and Large Villages on sites allocated for housing. As such, the principle of the development is acceptable.”

Officer report

Housing and local impacts

The proposal would provide affordable housing and suitable housing types, but officers recognised unresolved risks from possible changes to nearby agricultural uses.

“The application includes an Affordable Housing Scheme which identifies two of the proposed dwellings as the affordable units which meets the 10% affordable housing contribution required by the sub-market area. A condition is recommended to require the development to be carried out in accordance with the approved scheme.”

“The data provided by the Strategic Housing Authority (housing need and demand in the community from the Powys Common Housing Register for Social Housing) indicates that there is need for the type and size of dwellings proposed. As such, it is considered that the development would provide a suitable mix of housing types to meet the range of identified local housing needs. Given the allocation, the proposed development is considered an appropriate scale.”

Officer report

The committee decision

The committee approved the application subject to the conditions set out in the officer recommendation.

“It was moved and duly seconded to approve the application as recommended by the officer.”

“RESOLVED: Reason for decision: that the application be granted consent, subject to the conditions set out in the report which is filed with the signed minutes.”
