“The application site lies wholly within the development boundary and community of Ystradgynlais as defined by the Powys Local Development Plan 2011-2026. The site is located adjacent to the site of the former Penrhos school site west of Brecon Road and is accessed directly off the B4599. That site is currently under construction as phase 1 of the wider site. There are existing houses to the south and east of the site and to the north and west is agricultural grazing land.”
