Single-storey rear extension at 19 Meredith Road, Portsmouth
Summary of planning committee decision
Decided by Portsmouth Planning Committee on 22 Oct 2025.
The site
The site was an end-of-terrace property on the corner of Meredith Road and Brunel Road, with existing side and rear extensions.
“The application site is 19 Meredith Road, an end of terrace property in Hilsea Ward. The application site is located on the corner of Meredith Road and Brunel Road. The existing dwelling has been extended to the side with a 2-storey extension. In addition, a dormer extension has been added to the rear.”
Officer report
Earlier site history
Earlier applications received conditional permission for two rear garages, a boundary wall and gate, and an extension facing Brunel Road.
“A*37919/AA - CONSTRUCTION OF TWO GARAGES TO REAR OF PROPERTIES (AFTER DEMOLITION OF EXISTING GARAGES) Decision - Conditional Permission…”
“A*36847/AB - CONSTRUCTION OF BOUNDARY WALL AND GATE UP TO 1.85M HIGH TO WEST ELEVATION FRONTING BRUNEL ROAD TO REPLACE EXISTING Decision - Conditional Permission Date 22.10.2001”
Officer report
What officers recommended
Officers recommended granting the certificate because the extension met the permitted-development requirements and was lawful.
“Grant a Lawful Development Certificate of Proposed Development.”
Officer report
The main legal issue
The committee had to decide whether the proposed works fell within permitted development, rather than assess their planning merits.
“As an application for a LDC, the only consideration is whether the proposed works are lawful, that is that they fall within the scope of 'permitted development' under Schedule 2 Part 1, Class A of the Town and Country Planning (General Permitted Development) (England) Order 2015 and therefore do not require express planning permission. There is no consideration of the planning merits of the proposal.”
Officer report
Members’ comments
Members had no questions and considered the proposal an upgrade and improvement to the existing structure.
“The Planning Officer introduced the report, which was from a member of council staff. The Head of Development Management noted that unfortunately the scheme of delegation lacked clarity to allow officers to delegate decisions on matters as straightforward as this one. At some point it would be helpful to get clarity so that more straightforward applications, where officers were determining matters of fact and not assessing planning merit, did not have to go the committee.”
“Members' Comments Members thought the proposal was an upgrade and improvement on the existing structure.”
