“25/00907/LBC | Removal and re-positioning of 7no. Grade II Listed lamp columns along the seafront | Southsea Seafront At Clarence Esplanade, South Parade And Eastney Esplanade…”

Officer report

The site and wider scheme

The works form part of a coastal scheme along 4.5 kilometres of the southern edge of Portsea Island, with amendments proposed between The Pyramids Centre and South Parade Pier.

“The Southsea Coastal Scheme is a Flood and Coastal Erosion Management Scheme that stretches 4.5km along the southern edge of Portsea Island. The scheme extends from Royal Garrison Church in the west (NGR SZ 63126 99156) to Eastney Barracks in the east (NGR SZ 67077 98784) and is split into seven sub-frontages.”

“Planning consent was originally granted for the full scheme in December 2019 (19/01097/FUL) along with a Marine Licence (L/2020/00121/2) and Environmental Impact Assessment consent. A new planning decision was then issued August 2021 (21/00820/VOC) under Section 73 of the Town and Country Planning Act 1990, granting minor amendments to sub-frontage 4, in April 2023 (22/01720/VOC) for minor amendments to sub-frontage 5 west (The Pyramids Centre to Speakers Corner) in…”

Officer report

Why officers supported it

Officers considered removal necessary to prevent damage and burial during promenade works, with careful repair and repositioning preserving the columns’ relationships and heritage contribution.

“Impact - The proposed improvement works related to this sub frontage would directly affect the base of these columns, altering the height of and (re)aligning the promenade. Undertaking these works without first removing the columns could result in damage to the assets and would leave them at least partially 'buried' within a repositioned/ reprofiled promenade. For this reason their removal/dismantling is essentially unavoidable.”

“In light of these factors, the previous similar (consented) lamp column works, which have proven successful in terms of the removal, refurbishment, enhancement and re-siting of the other columns on the promenade and the anticipated approach which would be taken here, it is advised that the proposal is considered acceptable.”

Officer report

Questions from members

Members were told that additional columns were outside this application, the pier canopy lighting was unaffected, and restoration depended on careful extraction of the cast-iron columns.

“There were additional lamp columns being proposed as part of the scheme. This application was only dealing with the removal and repositioning of the listed lamp columns. It was noted that the canopy of the pier was well illuminated, and this was not affected by the proposal.”

“The restoration of the lamp columns would depend on how carefully they were extracted from the ground as they were made of cast iron and due to their age could be prone to shattering.”
