The application site also has a frontage onto, and in townscape terms is read within, the context of St Augustine Road, a suburban north-south road, that joins perpendicular to Rochester Road at its western end.”

Officers recommended conditional permission because the amended proposal preserved the conservation area and had acceptable townscape, highway and neighbouring impacts.

“The existing piers appear to have been raised in the past with what seems to be concrete cappings added. Following the amendments secured to the scheme which reduced the overall height of the extended pillars and amended the design and materials of the proposed gates, it is considered that - taking into consideration the advice contained within Section 16 of the NPPF, in particular paras.”

“The amended proposal is considered to preserve the character of the conservation area and is also considered acceptable in townscape terms. With suitable conditions it has acceptable impacts on highway safety and neighbouring living conditions. On this basis, it is recommended for permission.”
