Officer report

The site and its setting

The site lies southwest of Kinross, near the M90, within an employment zone, with housing to the east and industrial uses nearby.

“The site lies to the southwest of Kinross, accessed via Junction Road and near to the M90 motorway which links Perth with Edinburgh. The access road to the site has already been formed (MacDuff Road) and this forms the boundary of the site to the north. The east boundary is a timber fence and a pedestrian path which runs along the rear of a row of houses. To the south of the site is an open space which is currently in the final stages of development (industrial use).”

“The site is zoned in the LDP2 as E18 for Employment Proposal (core). An existing showroom/Workshop (Class 4 – Business (office/light industry)) is in operation from the site to the west of the proposed site.”

What officers recommended

Officers recommended approval because the proposal complied with the Development Plan and no material considerations justified departing from it.

“To conclude, the application must be determined in accordance with the Development Plan unless material considerations indicate otherwise. In this respect, the proposal is considered to comply with NPF4, and the adopted Local Development Plan 2 (2019). Account has been taken account of the relevant material considerations and none has been found that would justify overriding…”

Officer report

Consultation responses

consultees raised no objections, while the community council maintained concerns about landscaping and the security fence.

“As part of the planning application process the following bodies were consulted:”

“Initial objection regarding loss of existing landscaping. As a consequence, plans were revised to retain landscaping, however the objection was maintained due to position of security fence.”

Officer report

Concerns raised

Three representations raised concerns about planting, wildlife, fencing, visual amenity, trees, noise and over-intensification.

“Impact on planting on east boundary • Impact on movement of wildlife • Move fencing so it’s not visible on the path • Adverse effect on visual amenity • Loss of trees • Noise pollution • Over intensive development…”
