Beauty salon at Chaz Motors, Crundale, Haverfordwest
Summary of planning committee decision
Decided by Pembrokeshire Planning Committee on 4 Nov 2025.
What was proposed
The application sought retrospective permission to change part of a former motor showroom into a beauty salon, with one employee and on-site parking.
“This application seeks full planning permission for the change of use of part of a former motor showroom (sui generis) to a beauty salon (sui generis). The change of use occurred on 1 January 2025 and, as such, the application is in retrospect.”
“The beauty salon has been divided into three sections, namely the salon to the front of the unit and to the rear a room with a sink and a toilet. It states on the application form that one person would be employed on site. There would be customer and staff parking on land within the ownership of the applicant.”
Officer report
The site and its surroundings
The salon occupies about 30 square metres in a larger vacant building beside the B4329, with open countryside nearby and homes across the road.
“The application site is a small beauty salon covering approximately 30 square metres that forms the southern part of a larger vacant building. It is located to the north of Crundale adjoining the B4329 and it is approximately 4 kilometres (2.5 miles) to the north-east of Haverfordwest. It forms part of a larger area of land that until recently was used for car sales and servicing. The agent states in a supporting Planning Statement that these uses ceased in early 2022.”
“The larger area of land has extensive areas of unkempt hardstanding with fencing and overhead lines. The building which includes the beauty salon is single storey, it covers approximately 160 square metres, it faces the highway to the west and has extensive apertures and a flat roof above. To the north, east and south of this larger area of land is flat open countryside whilst to the west, beyond the B4329, is linear residential development.”
Officer report
Earlier use and planning history
The wider land was recently used for car sales and servicing, which ceased in early 2022, and there was no recent planning history.
“There is no planning history for the site from the recent past.”
Officer report
Main planning issues
The main issues were whether the use was acceptable in principle, its effect on the area’s appearance, and whether material considerations outweighed policy conflict.
“The effect of the development on the character and appearance of the area (Policies GN.1 and GN.4)”

Officer report
