23-home residential scheme at Site Of Toll Bridge Inn, Victoria Embankment, Nottingham
Summary of planning committee decision
Decided by Nottingham Planning Committee on 22 Jul 2026.
What was proposed
The application proposed 23 dwellings, including houses and flats, with one parking space per property and a new access from Bathley Street.
“The site is approximately triangular in shape and situated at the western end of Bathley Street, within the Old Meadows Conservation Area. The site was formerly occupied by the Toll Bridge Inn public house which was demolished in approximately 2011. The site is elevated from the Victoria Embankment and Bathley Street and largely hard surfaced with some scrub vegetation.”
“Planning permission is sought for the construction of 23 dwellings which would comprise a mix of detached, semi-detached and terraced houses, along with a block of flats. The site would be accessed from Bathley Street, with a small portion of land to the front of the site within NCC ownership which forms part of the existing cycleway realigned to facilitate site access. The proposed mix of properties would be: 11 x 3 bed houses and 12 x 2 bed flats.”
Officer report
Design and access concerns
Representations described the development as overdeveloped and too tall, and questioned its effect on the Embankment, cycleway, traffic, parking and neighbouring properties.
“Unlike the William Davis development where properties have pitched roofs, the dwellings proposed are flat roofed with house type 3E presenting as a vertical wall to its full parapet height of 9m with a roof terrace above, this represents a greater absolute height than neighbouring properties and more visually dominating massing.”
“The Old Meadows streets are not suitable for construction traffic or new developments, they are too narrow and additional traffic will impact on hundreds of existing residents. Access should be from the Embankment with access from the western end only. Access from the Embankment would save the developer money and benefit existing residents…”
