New dance school at Kimberley Performing Arts Centre, Scunthorpe

Summary of planning committee decision

Decided by North Lincs Planning Committee on 30 Jul 2025.

PA/2025/437Approved

The site and surroundings

The 0.44-hectare site is beside community facilities and an infant school, within Scunthorpe’s development boundary and flood Zone 1.

“PUBLICITY The proposal has been advertised by press and site notice. One comment has been received regarding the use of swift nesting bricks. SITE CONSTRAINTS • The site is within the development boundary of the settlement according to the HELA DPD 2016. • SCUH-C7 Land at former South Leys School, Enderby Road (36-59) • The site is within SFRA flood Zone 1.”

Officer report

Existing dance school

The established dance school has operated locally for over 40 years, but its existing building is no longer suitable for modern dance purposes.

“Consequently, there is a slight departure from the development plan due to the housing allocation, but the majority of the housing allocation would remain. The existing dance school is a performing arts centre that has operated for over 40 years in Scunthorpe and is used by the local community.”

Officer report

Why officers supported it

Officers considered the relocation better connected to community facilities and concluded housing could still be delivered on the allocated site.

“The existing building occupied by the performing arts school is on a different part of the site but is no longer fit for modern dance school purposes, hence the need to relocate the existing dance school adjacent to the Riddings Community Hub with linked uses. However, the southeast area of the proposed dance school building would sit within the allocated housing site.”

Officer report

Effects considered

The assessment considered design, residential amenity, highways, drainage, contamination and biodiversity, with mitigation secured through conditions.

“Planning conditions are proposed to further strengthen the noise mitigation measures recommended by the applicant to protect the residential amenity of the area. The proposed building would be well screened by planting and other boundary treatments. Given the mitigation measures provided and the separation distance between the application site and residential dwellings in the area, the impact of the proposal on the residential amenity of the area would be limited.”

“Land contamination Policy DS7 of the local plan relates to contaminated land. It states that permission will only be granted on contaminated sites where a detailed site survey has been submitted, and a suitable scheme of remedial measures has been agreed to overcome any existing contamination. However, the applicant did not submit a contaminated land assessment.”
