“Cllr Ross stated that there appeared to be valid concerns raised by residents, particularly around parking, residential amenity for neighbours, and the small number of bathrooms. Cllr Ross stated that the application appeared not to comply with council policies, the Local Plan, and the Core Strategy.”

“Cllr Matthews stated that there were some concerns remaining about the proposal, and Cllr Grant stated that the argument around a reduction in cars was flawed, as the capacity of guest houses was not usually 100%, and that visitors to guest houses would likely to be using their cars, whereas residents would park there more often and capacity would be maximised.”

The resolution gives these reasons:

  1. The proposed development would fail to fully meet the demand for car parking generated by the house in multiple occupation and result in unacceptable impacts on highway safety, contrary to policies T2 and T19 of the North Lincolnshire Local Plan and the aims of paragraphs 115 and 116 of the National Planning Policy Framework.
  2. The proposed development would fail to provide adequate living conditions in line with the aims of the council’s Houses in Multiple Occupation amenity PLANNING COMMITTEE 30 July 2025 standards guide, contrary to policies DS1 of the North Lincolnshire Local Plan and CS5 of the North Lincolnshire Core Strategy.
  3. The proposed development would result in harmful impacts on the character of the area and the amenity of residents through the introduction of a house in multiple occupation, which would be at odds with the form of housing locally. The proposals would likely increase noise and disturbance for occupants of neighbouring properties, and are considered to be contrary to policy DS1 of the North Lincoln
