BT Street Hub at Henderson Avenue, Scunthorpe

Summary of planning committee decision

Decided by North Lincs Planning Committee on 11 Mar 2026.

PA/2025/1490Approved

What was proposed

Permission was sought for one BT Street Hub with two digital 75-inch display screens outside the supermarket.

“CONSTRAINTS The site is within the settlement limits of Scunthorpe as shown on Proposals Map Inset 36. The site is within SFRA flood zone 3. There are no listed buildings or tree preservation orders within the site. It is not within a conservation area. ASSESSMENT Proposal Planning permission is sought to install one BT Street Hub (two digital 75-inch LCD display screens, one on each side) within the pavement outside Sainsbury's on Henderson Avenue.”

“…content free of charge. After the suppliers of the InLinks went into administration in 2019 and are no longer able to supply units to BT, this product is no longer available. Since then, BT have been working on a new and improved unit, the BT Street Hub, that they are keen to roll out across Lincolnshire, and all major UK towns and cities.”

Officer report

The recommended outcome

Permission was recommended because the proposal was considered acceptable in principle and would provide digital services without unacceptable impacts, subject to conditions.

“The visuals provided by the applicants confirm that the display will not look out of character. The installation of the hub in this location will therefore not create clutter that will detract from the character of the area. Street hubs provide free phone calls via a speaker and microphone system, and include two illuminated 75 -inch displays. A lighting guide has been submitted which confirms the screens will be illuminated.”

“The proposal relates to the installation of a BT Street Hub comprising digital screens for the display of commercial and community information, as well as providing a digital technology resource for users. Conditions are proposed to minimise disturbance to the public during the installation, as well to ensure the noise and lighting levels proposed are maintained, and the ground around the display is made good following installation.”

Officer report

“CONSULTATIONS Below is a summary of the consultation responses received. The comments can be viewed in full on the council’s website. Local Highway Authority (LHA): Recommend a condition to ensure that, prior to construction/works, Network Management are contacted and appropriate permits put in place. Lead Local Flood Authority (LLFA): No comment.”

Officer report

Main planning considerations

The assessment considered residential amenity, visual character, highway safety, flooding, drainage, ecology and biodiversity.

“The structure has a depth of only 350 millimetres, so there would be only minor narrowing of the footway for a few centimetres. The main considerations are: • principle of the development • impact on residential amenity • impact on character • highway safety • flood risk and drainage • ecology and biodiversity.”

“Consequently, the proposal is in accordance with policies T1 and T2 of the local plan subject to conditions. Flood risk and drainage Policy CS19 of the Core Strategy is concerned with flood risk, whilst DS14 and DS16 of the local plan are concerned with flood risk, drainage and foul water.”
