Two custom-build homes at The Old Nursery, Thornton Road, Goxhill

Summary of planning committee decision

Decided by North Lincs Planning Committee on 11 Feb 2026.

PA/2025/1425Approved

The site

The previously developed site contained a building and hardstanding, was beside homes, and lay outside but at the edge of Goxhill’s development boundary.

“CONSTRAINTS • The application site is outside the development boundary of Goxhill. • The site is within Environment Agency flood zone 1. ASSESSMENT The site and proposal Planning permission is sought to construct two self/custom-build dwellings and detached garages on the land of the old nursery along Thorton Road in Goxhill. The site comprises a building, set back from the road, and an area of hardstanding/parking to the frontage.”

Officer report

What officers recommended

Officers recommended approval because the site could accommodate two homes with limited policy harm and economic, social and environmental benefits.

“Other considerations Concerns from residents and neighbours adjacent to the application site are noted and have been given due consideration throughout this assessment. The concerns have been addressed under the character, residential amenity and drainage/flood risk sections.”

“In economic terms, the proposal offers a minor contribution in terms of housing, and job creation during the construction phase. Nevertheless, allowing two additional dwellings on a previously developed and underutilised site would enable the effective use of the land and bring social benefits through new social interactions, leading to growing local communities and supporting local services.”

Officer report

Who spoke

The applicant said the scheme would provide a family home, respect the village and street scene, use the site sustainably and benefit from adequate access.

Members’ discussion

Councillor Wells was concerned that two more homes would worsen existing water problems.

“Councillor Wells was concerned that allowing two further dwellings in the village would exacerbate the existing problems with water.”

Minutes

Minutes

The decision

Planning permission was granted subject to conditions covering matters including access, parking, landscaping, privacy, drainage and contamination.

“The policy conflict is considered to result in minimal harm compared to the benefits associated with the provision of two dwellings on an infill plot in this location. RECOMMENDATION Grant permission subject to the following conditions: 1. The development must be begun before the expiration of three years from the date of this permission.”

“No building hereby permitted shall be first occupied until the drainage facilities serving it have been completed in accordance with the approved sustainable drainage strategy based upon the principles outlined within Drainage Layout 1115-2520-CIV-10-P1. The scheme shall be based on the discharge of surface water into the adjacent watercourse.”
