The site lies immediately outside Haxey’s development boundary, within the historic landscape area and flood zone 1, and was covered by scrub and vegetation.

“It is bordered to the north by residential properties and to the south, east and west by few properties and the open countryside. At the time of site visit, the site was made up of overgrown vegetation and scrub, delineated from other sites by a mix of fences and hedges. The proposal has been revised twice following concerns raised by the planning officer regarding the scale of the proposal and its impact on the character of the area.”

“In economic terms, the proposal offers a minor contribution in terms of housing and job creation benefits during the construction phase. Nevertheless, allowing one additional dwelling on this underutilised infill site would enable the effective use of the land and bring social benefits through new social interactions, leading to growing local communities and supporting local services. The proposal would have some environmental contribution despite being exempt from BNG.”

“The proposed design would reflect the aims of the NPPF, including design and effective use of land, whilst not adversely impacting the setting of the LC14 area, given the linear pattern of development beyond the application site. The proposal is within flood zone 1 and would not impact any designated heritage asset. Therefore, the policy conflict is considered to result in minimal harm compared to the benefits associated with the provision of a dwelling on this plot.”
