According to the planning statement, the site is occasionally used for casual grazing of two or three ponies but nonetheless has some agricultural value.”

Heavy goods vehicles were also breaching the speed limit, which was extremely concerning. The site was outside the development boundary and was situated in the open countryside.”

The committee refused permission because the scheme intruded into open countryside and would create unacceptable highway and pedestrian safety risks.

“The proposed development, by virtue of its location and siting, would represent an unacceptable intrusion into the open countryside outside the defined development boundary of Barrow upon Humber. Therefore, the proposal is contrary to the National Planning Policy Framework, policies CS1, CS2, CS3 and CS8 of North Lincolnshire Core Strategy and saved policy RD2 of North Lincolnshire Local Plan.”

“The proposed development, by virtue of its location and the nature of the existing highway network, would require residents to access services, facilities and public transport by crossing a heavily trafficked road that experiences a high volume of HGV traffic. The proposal would also introduce additional vehicular movements via direct access onto this busy road, resulting in potential conflict between vehicles entering and leaving the site and through traffic.”
