Five-bedroom self-build home at Cleatham Road, Kirton in Lindsey

Summary of planning committee decision

Decided by North Lincs Planning Committee on 17 Dec 2025.

PA/2025/1159ApprovedAgainst officer advice

What officers recommended

Officers recommended refusal because the isolated countryside location, biodiversity issues, and missing ecology and drainage information outweighed the proposal’s benefits.

“It is therefore considered that the adverse impacts of granting permission in this location would significantly and demonstrably outweigh the benefits of the application having regard to the key policies contained in the NPPF, namely sections 2 and 5 amongst others. The proposal is therefore contrary to relevant policies in the NPPF and in effect policies CS2, CS3, CS8 and CS17 of the Core Strategy, and RD2 and LC5 of the local plan.”

“…dwelling, set in an isolated location. The proposal is not required to meet any specific needs set in paragraph 84 which are reiterated in policy RD2. The social interaction, economic contribution to the council’s housing stock and environmental contributions as a result of this single dwelling are considered insignificant compared with the adverse impact of the proposal.”
