Summary of planning committee decision

Decided by North Lincs Planning Committee on 6 May 2026.

PA/2025/1004Approved

The site and surroundings

The 1.3-hectare agricultural field lies outside Wrawby’s settlement boundary, beside phase one, with a footpath, hedges, woodland and a southern drain.

“In addition, a generic letter has been received in relation to the decline of swifts and the need to provide nesting bricks within new developments. STATEMENT OF COMMUNITY INVOLVEMENT No statement of community involvement has been submitted with this application.”

“It is gently sloping and is outside the defined settlement boundary for Wrawby on its western side. The field is located between the built framework of Wrawby to the east and Barton Road to the west. It is located to the east of the first phase of housing development under construction by the same developer and is in flood zone 1.”

Officer report

What officers recommended

Officers recommended approval subject to section 106 contributions and conditions, considering the proposal sustainable and its benefits greater than its adverse impacts.

“The applicant has also agreed to the heads of terms set out in the subsequent section of this report, which are required to make the development acceptable in planning terms, as well as meeting the other tests for obligations. The material points raised in consultation and third-party responses have been considered under the relevant sections in this report.”

“It is considered, given the assessment above, that no adverse impacts related to the development exist that would significantly and demonstrably outweigh the benefits that would follow from a well-executed residential scheme in this location. Overall, it is considered that the proposal represents sustainable development in the context of the NPPF and Housing and Employment Land Allocations DPD policy PS1, which sets a presumption in favour of sustainable development.”

Officer report

Consultation responses

Technical consultees generally raised no objection, while conditions and contributions were sought for highways, drainage, education, biodiversity, health and recreation.

“CONSULTATIONS Local Highway Authority (LHA): The proposals are for 23 dwellings, accessed via Applefields, and will generate a modest number of additional daily vehicle movements which will not have an adverse impact on the highway network. Recommend conditions. Section 106 Officer: Provides a breakdown of the figures and contributions towards affordable housing, education, recreation, open space and health.”

“There will be a net loss of area habitats and hedgerows on site. To deliver biodiversity net gain (BNG), biodiversity units need to be purchased from a habitat bank. Proof of allocation and purchase will need to be provided alongside the relevant BNG documents for discharge of the deemed condition. Recommend conditions. Environmental Protection: No objection, but recommend conditions.”

Officer report

Residents’ concerns

Ten objections raised concerns about construction disruption, traffic, access, road safety, dust, noise, parking, services, housing need and house sizes.

“Public Health: Comments made in relation to footpaths, areas of play and crossings. PARISH COUNCIL Supports residents and shares their valid concerns, making the following comments: • phase 1 of the development has created inconvenience with construction vehicles blocking the access and leaving excessive mud on roads • impact on services in the area • footpaths and roads on Vicarage Road are narrow and in a poor state of repair – this needs…”
