Officer report

What officers recommended

Officers recommended refusal because the site was considered unsustainable, failed flood-risk tests and lacked information about HGV noise impacts.

“For the same reasons, the development would not be supported by the provisions of paragraphs 82 and 83 of the Framework, which seek to promote sustainable development in rural areas In addition, in flood risk terms the proposal for the single market house fails the sequential test as it is considered there are sites (single plots) available at lower risk of flooding, it has not been demonstrated whether the development provides wider sustainability benefits which outweigh…”

“RECOMMENDATION Refuse permission for the following reasons: The proposed residential development is classified as 'more vulnerable' in terms of flood risk and the site is within flood zones 2/3a as defined in the North Lincolnshire Strategic Flood Risk Assessment. The Planning Practice Guidance states that development should only be allowed where it passes the sequential and exceptions tests.”

Officer report
