Officer report
The site
The site is a small council-owned industrial unit in an established local business centre, with parking available nearby.
“The application site is a Council owned industrial unit at 17 Kelvin Road North, Lenziemill, Cumbernauld. The site is set within a well-established Local Business Centre. This part of the industrial area is characterised by rows of medium sized industrial units, with the application property and nos. 13 and 15 being considerably smaller than the rest (approximately 23 square metres). A fitness studio currently operates from unit no. 15 next door.”
“The layout in this part of the estate allows for the provision of parking in front of the units. A car park has been formed on Council owned land opposite the entrance to the units offering additional parking close by. The applicant has successfully run a barber business from home for the past 8 years and has built up a regular client base who are used to the slotted appointment system that operates.”

Why officers supported it
The proposal was considered low-impact, compatible with surrounding businesses, adequately parked and accessible by road, bus and footpath.
“Policy 26 - Business and Industry states development proposals for business and industry will be supported where they are compatible with the primary business function of the area. Other employment uses will be supported where they will not prejudice the primary function of the area and are compatible with the business/industrial character of the area. The submitted Assessment Report outlines the size of unit is not available in town centre or high street locations.”
“The proposed development, by virtue of its location, will not impact on residential amenity. The smallscale nature of the proposal which has a relatively low footfall and is non-noise producing will not have a detrimental impact on the existing business users. There is adequate parking provision, and it is easily accessible from the road network. It is also well served by local bus routes and a local footpath network. As such this policy is complied with.”
