Officer report

Why officers recommended approval

Officers considered the amended scheme acceptable because conditions could control residential impacts while highway safety, design, heritage, drainage and ecology remained acceptable.

“The nature of the existing and proposed uses, site conditions and the prevalence of anticipated linked trips is such that highway capacity and safety at the site would be maintained, whilst pedestrian safety would not be unreasonably impacted upon. Finally, the impact of the proposal on drainage, landscaping, ecology, the character of the area and heritage significance would not be unreasonable due to the scale of the proposal and the imposition of relevant conditions.”

Officer report

Consultation responses

Environmental Protection accepted the bakery subject to strict conditions, Highways raised no safety objection, and drainage requested sustainable drainage details.

“Environmental Protection: Originally raised concerns following several investigations regarding noise and light nuisance complaints over the current operation. Following the removal of proposals to extend the hours of use and submission of additional information the Environmental Protection team have now indicated that they are content that the bakery could operate within the current hours of site operation without undue impact on neighbours amenities.”

“Requires details of landscaping, however. Advice is provided re-nesting birds. Heritage Officer: No heritage input required. Drainage: Note that additional landscaping proposed which would reduce the amount of hard surfacing on site but seek a sustainable drainage solution for the bakery. Recommend drainage condition.”

Officer report
