Officers recommended approval
Officers considered the proposal compliant with Class Q, with suitable access, parking, natural light, flood-risk conditions and no impractical or undesirable effects.
“(e) Whether the location is impractical or undesirable: The Planning Practice Guidance was updated on the 5th March 2015 and paragraph 109 states that 'Impractical' reflects that the location and siting would 'not be sensible or realistic', and 'undesirable' reflects that it would be 'harmful or objectionable'. It does not apply to the sustainability of the location.”
“Conclusion: The proposal is considered to comply with the provisions of Schedule 2, Part 3, Class Q of the Town and Country Planning (General Permitted Development) Order 2015 (as amended). The National Planning Policy Framework (NPPF) has been considered as far as it is relevant to the subject matter of the prior approval application.”

“In response to questions from the Committee, the Lead Officer Development Management (KE) advised the following;”
